Stagnation and corrosion are both common problems in Cold Water Storage Tanks. Both these problems can be minimised through adequate maintenance.The approved code of practice (L8) states that once a year a record of the total cold water consumption over a typical day should be taken. This can then be used to establish that there is reasonable flow through the tank and that water is not stagnating. The tank pictured below is showing signs of stagnation.
A total of 40 litres per day per person should be allowed when calculating the suitability of your water storage facilities. If demand falls below the storage capabilities of your tanks then the water within them will begin to stagnate - this is a common problem.

Many cold water storage tanks fail to comply with water regulations.
Cold Water Storage Tanks should undergo the following checks annually (as stated in L8):
- Visual inspection of the cold water storage tank to check the condition of the inside of the tank and the water within it.
- The lid should be in good condition and fit closely.
- The insect screen on the water overflow pipe should be intact and in good condition.
- The thermal insulation on the cold water tank should be in good condition so that it protects it from extremes of temperature.
- The water surface should be clean and shiny and the water should not contain any debris or contamination.
- The cold water storage tank should be cleaned, disinfected and faults rectified, if necessary.
- If debris or traces of vermin are found then the inspection should be carried out more frequently.

Legionnaires' disease, The control of legionella bacteria in water systems, Approved Code Of Practice & Guidance L8 (2002) states:
That a suitable & sufficient assessment is required to identify & assess the risk of exposure to legionella bacteria from work activities & water systems on the premises and any necessary precautionary measures.
The risk assessment should include identification & evaluation of potential sources of risk &: the particular means by which exposure to legionella bacteria is to be prevented, or if prevention is not reasonably practicable, the particular means by which the risk from exposure to legionella bacteria is to be controlled.
Should the risk assessment highlight any risks then the assessment needs to be reviewed and any necessary changes implemented.
The risk assessment needs to be reviewed regularly and, in any case, whenever there is reason to believe that the original assessment may no longer be valid.
The risk assessment enables the person on whom the statutory duty falls to show that all the pertinent factors, and the steps needed to prevent or control the risk, have been considered.
